As part of the STOP-DWI Independence Day week-long crackdown, State Police troopers busted several motorists for driving while intoxicated as they attempt to stop motorists from drinking and driving in the area.
Police said that during the enforcement, drivers can expect a number of sobriety checkpoints and DWI patrols. Troopers will also be looking for motorists who are using their phones and other electronic devices while behind the wheel. Drivers must also remember to “move over” for stopped emergency and hazard vehicles stopped on the side of the road when they travel on New York roadways.
According to officials, troopers have been using both marked State Police vehicles and Concealed Identity Traffic Enforcement (CITE) vehicles as part of the operation. The CITE vehicles allow Troopers to more easily identify motorists who are using handheld devices while driving. These vehicles blend in with everyday traffic but are unmistakable as emergency vehicles once the emergency lighting is activated.

Westchester County
- On Saturday, July 7, State Police from Stormville arrested Yorktown resident Ghassan Ishak, 60, for DWI. He was traveling on the Taconic State Parkway in Yorktown when he was stopped for committing a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Saturday, July 7, State Police from Cortlandt arrested Croton-on-Hudson resident Morgan Modugno, 28, for DWI. He was traveling on Route 9 in Croton-on-Hudson when he was stopped for committing a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
Fairfield County
- On Friday, July 6, State Police from Brewster arrested Danbury resident Bruno Souza, 25, for DWI. During the subsequent traffic, stop, it was determined that Souza was operating his vehicle without a legal license and he was wanted on a charge of jumping bail. He was traveling on I-84 in Southeast when he was stopped for violating vehicle and traffic laws and was arrested.
- On Saturday, July 7, State Police from Brewster arrested Danbury resident Juan Escobar, 34, for DWI. He was traveling on I-684 in Brewster when he was stopped after striking a parked car. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Sunday, July 8, State Police from East Fishkill arrested Danbury resident Jorge Pereira, 22, for DWI. He was traveling on I-684 in Southeast when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Sunday, July 8, State Police from Brewster arrested Stamford resident Marco Dubon Gonzalez, 26, for DWI. He was traveling on Route 22 in Southeast when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
Putnam County
- On Saturday, July 7, State Police from Brewster arrested Carmel resident Roberto Rubio Melendez, 24, for DWI. He was traveling on Route 6 in Brewster when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Saturday, July 7, State Police from Wappinger arrested Mahopac resident Damir Dadachov, 31, for DWI. He was traveling on Route 9 in Phillipstown when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Sunday, July 8, State Police from Cortlandt arrested Putnam Valley resident Kathryna Gigler, for DWAI. She was traveling on Oscawana Lake Road in Putnam Valley when she was stopped for a vehicle and traffic law violation. An investigation revealed that she was impaired by drugs and she was subsequently arrested.
Dutchess County
- On Saturday, July 7, State Police from Poughkeepsie arrested Poughkeepsie resident Dayron Moore, 32, for DWI. He was traveling on South Grand Avenue in Poughkeepsie when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Saturday, July 7, State Police from Poughkeepsie arrested Hyde Park resident Gian Buitrago Alemany, 24, for DWI. He was traveling on North Clover Street in Poughkeepsie when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
- On Saturday, July 7, State Police from Wappinger arrested Pleasant Valley resident Sleena Delashmutt, 22, for DWI. S was traveling on Ceder Hill Road in Fishkill when she was stopped for a vehicle and traffic law violation. An investigation revealed that she was impaired by alcohol and she was subsequently arrested.
- On Sunday, July 8, State Police from Poughkeepsie arrested Millbrook resident Jennifer Claiborne, 51, for DWI. She was traveling on Alden Place in Millbrook when she was stopped for a vehicle and traffic law violation. An investigation revealed that she was impaired by alcohol and she was subsequently arrested.
- On Sunday, July 8, State Police from Wappinger arrested Wappinger resident Tatsiana Costa, for aggravated DWI and violating Leandra's Law, felonies. He was traveling on All Angel's Hill Road in Wappinger when he was stopped for a vehicle and traffic law violation. An investigation revealed that he was impaired by alcohol and he was subsequently arrested.
Each of the arrested parties was charged with driving while intoxicated, a misdemeanor. Each has since been released to a sober third-party and are due back in court later this year to answer the charges.
